The Governor's Action Team on Energy and Climate Change is evaluating the affect of Florida joing the Regional Greenhouse Gas Intiative (RGGI) or the Western Climate Initiative (WCI). RGGI is a program that ten Northeastern and Mid-Atlantic states formed to curb carbon dioxide emissions from power plants. The WCI involves seven state participants and four Canadian participants developing a greenhouse gas emision reduction program that would reduce emissions of all six greenhouse gases throughout the economy in those states and provinces. If Florida joins either or both of these multi-state programs, it will give a boost to the movement by the states to establish climate change legislation and greenhouse gas regulation in the United States regardless of whether Congress acts after the presidential election.
