The Institute for Policy Integrity of the New York University School of Law filed a petition with the EPA requesting that the agency promulgate regulations to set up a cap and trade system, but limited to vehicle fuels. This comes as EPA has been developing rules related to greenhouse gas emissions from the vehicles in the wake of the Massachusetts v. EPA case.
